Transport Canada works to serve the public interest through the promotion of a safe and secure, efficient and environmentally responsible transportation system in Canada.

The team's Portfolio is composed of the following groups who each have several applications:
• Human Resources;
• Finance;
• Communications;
• Access to Information and Privacy (ATIP); and
• Internal Services.

These portfolios are internal systems and processes for Transport Canada employees. The applications in these portfolios support Transport Canada business to ensure that they can deliver on their Vision and Mandate. This group supports and enhances all applications used by Transport employees and Programs. Currently, all applications are being assessed for moving to the Cloud and Open-Source as part of the Digital Transformation initiative. If you have these knowledge and skills then this would be a great opportunity for you!

We are currently assessing how to move our applications to the Cloud to streamline our development and support while reducing the development and support costs.

TC recognizes that with complexity and pace of change, departmental transformation is required to better support timeliness, flexibility and innovation. A key initiative of the Transformation Agenda is the delivery of several digital transformation projects that, while each have significant technical components to them, they each pose great business implications.

As a developer on this team, you’ll support the design, development and implementation of key projects to further modernize and digitize transportation safety and security for Canadians.

Your Work

  • Participate in Sprint planning, provide complexity estimates and task breakdown.
  • Help develop applications to support the delivery of these projects.
  • Design and develop supporting .net classes.
  • Work in Agile environment with multiple deliverables.
  • Develop automated test scripts for continuous builds.
  • Design and code the user interfaces such as web forms following Treasury Board of Canada Secretariat standards.


Education Requirements

2 years post-secondary, or equivalent:
Successful completion of two years of post-secondary education in computer science, information technology, information management or another specialty relevant to this position.


Equivalent experience:
If you have on-the-job learning or other non-conventional training that you believe is equivalent to the 2 year post-secondary requirement, put it forward for consideration. The manager may accept a combination of education, training and/or experience in a related field as an alternative to the minimum post-secondary education stated above.

Need to Have

  • MVC

    Level Required: Intermediate

    Defined as: Demonstrated ability to work with ASP.NET MVC, a web application framework developed by Microsoft, which implements the model–view–controller (MVC) pattern.

    Ability to work within the framework using C# and Visual Basic.

  • EF6 (Entity Framework 6)

    Level Required: Intermediate

    Defined as: Demonstrated ability to work with Entity Framework (EF), an open source object-relational mapping (ORM) framework for ADO.NET.

  • SQL

    Level Required: Intermediate

    Defined as: Demonstrated ability to use SQL (Structured Query Language) in database programming, to manage, query, update, and govern databases and information banks.

    Specifically, demonstrated ability to use Oracle PL/SQL (Procedural Language for SQL) to support Salary Management System (version 6.5 and 7) integration points with other system such as Hyperion and Business Objects.

  • Stakeholder Relations

    Level Required: Intermediate

    Defined as: Demonstrated ability to communicate clearly with stakeholders and negotiate outcomes in collaboration with partners, advancing common goals through collaboration and skilled communication.

    Specifically, demonstrated ability to work with vendors and third party suppliers to maintain and update Commercial off the shelf (COTS) product.

  • Ability to Work on a Distributed Team

    Level Required: Basic

    Defined as: Demonstrated ability to communicate and deliver work in a way that engages team members in other locations. Ability to use online tools to collaborate with co-workers in other locations, including project management software, chat and video chat tools.

    Defined as: Demonstrated ability to work under Scrum, an Agile framework for complex projects that helps break down a project into tangible goals through daily meetings, detailed project timelines, and identification of potential project roadblocks.

  • Azure DevOps

    Defined as: Demonstrated ability to work with Microsoft’s Azure DevOps, which covers the entire application lifecycle, and enables DevOps capabilities.

  • Web Server Administration

    Defined as: Demonstrated ability to set up and administer web servers.

    Specifically, ability to manage an IIS web server for the Finance portfolio.
